Jean AKA Jeannie AKA Jeanie is a film, book, and magazine reviewer for a national magazine. Most of Jean’s work is done through email, which means he doesn't have to go into the office.
On a trip to find a gift for his girlfriend, Jean found an empty Genie Bottle. Upon picking up this bottle, Jean became the bottle’s new genie-powered occupant. Not only was Jean turned into a genie, but the bottle turned him into what he believed a genie of the bottle should look like. Which, due to his fascination with a classic 60s TV show, turned him into a busty blonde woman.
A former Genie Lord, Kazom is a 3000+ year old Genie who exists in the form of a witch familiar while still serving as a genie to a teenage boy in California.
A junior engineer working for a small engineering firm in Cocoa Beach. The firm focuses mostly on NASA projects.
Neil is Jean’s best friend. When Jean was turned into a genie, Neil became Jeanie’s master.
Andy was going to college before the United States entered World War Two. It is now more than eighty years after that (Timey Wimey arc took place during COVID-19 pandemic). If he WERE still alive, he’d be past his one hundredth birthday. As it is, he died only a couple of months before Jean acquired Rouyaa’s bottle, i.e. not quite two years ago. Assuming that the memories implanted into Neil were from shortly before he and Rouyaa were separated (i.e. when they were considering refitting Space Shuttle Enterprise for orbital flight), then he lived as least thirty to thirty-five years after that point.
In short, Andy already lived well into his nineties, a good long time for a human, so he may not be too disappointed to find that he is no longer alive. What will disturb him more is finding out that he spent the last thirty-plus years of that life having forgotten about Rouyaa.
A wish has been made, and from our perspective it is the third:
1: Save Sid from combat deployment in WWII
2: Fund the refitting of the Space Shuttle Enterprise for orbital flight
3: Learn about their future
However, given that Rouyaa did not remember that she was to be punished for violating Haji’s “no meddling with the government space program and attendant geopolitics” order, it is probable that her memories are from before she tried to grant that wish, and so she would not remember #2 above, meaning that she thinks that this is her second wish.
That said, the fact that these are Jean and Neil’s souls and bodies, merely overwritten with Rouyaa and Andy’s memories, would mean that from a magical-contract perspective, this is Jean granting a wish to Neil. Now, Jean is not obligated to grant any more wishes to Neil, but may do so at her own discretion since she has declared her intention to stay with Neil as her Master for the foreseeable future, and that decision has been accepted by her Genie Supervisor and Genie-Husband Guano.
A genie can not interfere in the free will of a mortal, including (and very specifically) making a wish. The mortal has to make a wish of their own violation.. also I suspect the wisher needs to be alive for it to count officially…
Though no reason a minor request can’t be granted …
Scenario: Rouyaa goes back in time and tells herself not to grant that birthday wish for Andy. Epic Change#1: No empty bottle for Jean to open and Jeanie does not exist. Blue Djinn escapes and battles Haji the old-fashioned way through mortal combat. 50/50 chance Haji and the genie Lords win. Epic Change#2: Creation of an alternate timeline in which Rouyaa and Jeanie both exist as genies and events have the same outcome as Change#1. Epic Change#3: Creation of an alternate timeline in which Rouyaa and Jeanie both exist but Rouyaa is mortal and grows old with Andy as his wife. Jean becomes Jeanie with the probable result that the events in the prime timeline follow much the same way they did originally with Jeanie betrothed to Guano.
Clearly I need to re-read the whole strip again. I don’t remember all of these various storylines other fine folks are bringing up to elucidate and explain present words and actions.

Rouyaa still thinks that Jeanie is the Blue Djinn. If they let her out of her wine bottle how will that complecate things. Oh well, What could go wrong. Maybe that little girl in Arizona will help?

I don’t think he has an actual option to NOT let go.
One would think that, after living with a genie for all those years, Andy would have learned not to ever begin a statement with, “I wish…”

I would say no.

Well given we’ve seen time travel already memories to the past maybe not, going to the past to give themselves a message altering history definately.

i see four people in two bodies. what if andy wishes for an extra two? bodies, that is.
