“Who’s” should probably be “Whose” in the last panel. “Who’s” = “who is”
Or it could be the possessive of Who like in the great Abbott and Costello comedy routine “Who’s on First”. Maybe Arecelli’s nickname is Who.
That is not a possessive form of the word, it’s still “Who is”, as in “Who is on first.” Who does not own “on first.”

What is the blue and black thing along the lower sides of panels one, three, and four? It was also in comic 594 in panels two, three, and four right behind Araceli/Neil.

Yes, and next to it, it look like there are ovens and a stove top with pot on it too.
No. What I’m talking about is below the counter line. In panel one it is directly behind Araceli. In panel three it is in the bottom right corner and in panel four it has moved to the bottom left corner and turned around. In comic 594 it was directly behind Araceli in all three panels and I thought it might have been something she was carrying but in panels three and four of this comic she has moved out of view but that thing is still there. So what is it?
I see what you’re talking about now, it first appeared in #593 panel 4. It almost looks like a disembodied arm or leg.
I think it’s a child with a long black pony tail. Going back, though, I’ve only found one previous appearance, last panel here:

I did not see any full-length views of (I assume) her. She’s a flighty girl, and may not even be part of Araceli’s group.
I agree with 50srefugee here, Araceli and group aren’t the only people at the cafeteria and we are seeing other people that are just behind them in the cafeteria also. But, we are only seeing a little bit of them only.
I think Neil doesn’t know when to keep his mouth shut, does he? And the question does Caley now know that something is seriously wrong here? If Caley doesn’t know that something just not right here, then she is one dense head girl isn’t she. Like Genie’s don’t go to human school or colleges and such. Caley is fully aware Araceli being locked up in a bottle and not being able to go to that college that Neil said that he met that guy.
As they say, the Genie out of the bottle now!

Well, if Jeanie hadn’t gone surfing that day when Guano showed up, Araceli wouldn’t have met Neil, and then mailed herself, and then…
Wait a second. Guano is Araceli’s uncle. Did he set up Neil? If he did, Karma has sorta bit back with avengence now, hasn’t it?
Actually, it was Neil that actually caused Araceli to be there, because, it was Neil that was complaining about Jeanie leaving for Genie School and about how he would be without her. That when Guano gave in and sent for Araceli to be Neil’s replacement Genie for the time that Jeanie was away and she was suppose to be a temporary replacement too. And we know how that turned out, don’t we?
Well, is actually all on Guano’s fault still. He was the one who poofed Araceli to Cocoa Beach to begin with, and he may had done so whatever she meet with Neil or not in the past. He poofed close by so he could had someone to watch over Jeanie, but still…
Looks like even the kids don’t believe that.

I think this story could have been better if Araceli was running Neil’s body now.
