What did the guy say in the first panel?
Loosely translated: “hey Zoey, what’s going on today?”

“It was out there twenty minutes ago.” Was Zooey watching all that time?
She was probably spending that time trying to wake her crewmates and get them to look.
The Shuttle’s Orbital Maneuvering System carries enough fuel for at most 400 m/s (900 miles per hour) of delta-v, and generates enough thrust to accelerate the Shuttle at 50 centimeters per second^2 (about 1.2 miles per hour speed change per second). This constraint, plus the limits of reachable orbits that do not descend into Earth’s atmosphere, mean that Atlantis could not be expected to travel too far away to be seen within twenty minutes, given its original position and velocity close to those of the ISS.
You are assuming that Rouyaa fuelled up the display shuttle from the museum (would the fuel seals still be good after this time?)
Obviously Rouyaa can make Atlantis do whatever she wants, but Zoey’s expectations are based on the Shuttle’s normal capabilities, which is why she expected that Atlantis should still be within sight.

It should not have take Zoey twenty minutes to get someone to look out the window. Also, doesn’t the ISS have cameras? Either external, or hand held?
Another question, it takes magic to poof something. Moving something as massive as the Shuttle into earth orbit must have drained a lot of Jeanie’s magic. Will this affect her?
Jeanie currently has several genie’s’ lifetimes worth of magic due to The Blue Djinn having drained all of those other genies’ magic into her.
I don’t think it was that much magic. The shuttle is not THAT big compared to, say, house, and orbit is not that far away (it would take more energy to speed up the shuttle to STAY in that orbit, but still not THAT much).
Well, that would at least indicate that Neil/Andy isn’t a two-minute-man.
Somewhat lower orbit, different orbital speeds, and Atlantis is (maybe) no longer in view from that window. And a frame later it’s back in Florida, so looking out a different window won’t help. Poor Zoey.
(looking up the formulae, and adding for the approximate radius of the Earth to a 400 kilometer altitude, a two kilometer difference in average altitude means about 15 cm/s difference in speed, or about 180 meters over twenty minutes. So if Atlantis was in a nearly circular orbit, it should have still been relatively near to where Zoey saw it, within about 6 degrees of arc or so. But it might have been in a more elliptical orbit, or even a suborbital trajectory.)
Right. Given the parameters of what a normal Shuttle should be capable of, it ought to take much longer than twenty minutes to disappear from sight if starting from an orbit and location so close to the ISS. Of course, Rouyaa can just move it as she pleases with magic.
And I just realized I forgot to plug in the ISS’s orbital velocity of around 7 km/s, so make that close to a kilometer of drift, or around half of the minimum (assumed) separation of 2 km. That’s still only around 26 degrees of arc. There might be a window on the ISS that has that restricted a view, but the one Zoey is pictured next to isn’t it. So we’re back to an eccentric orbit, not an orbit, or Rouyaa moved it. Maybe she set up a contingency poof that for some reason (old friend of Neil’s and/or Jean, maybe?) didn’t trigger when Zoey looked out the window but did when Matvey looked? Or the trigger poof conditions could have been “if we approach anything with people closer than a certain distance, poof to the far side of that something.”
I think she just finished doing what (who) she was doing and remembered they shouldn’t be that much suspicious.
That would explain why the shuttle is back in the display room in frame four, but not why it was still in space but not visible to Zoey and Matvey until frame three when it was poofed back. And if it wasn’t still in space until then, what was the poof in frame three?
I agree. If the images on panels 2 and 3 were switched with the speech bubbles combined in the new panel 3 the continuity would make much more sense.

Those numbers only work when two circular orbits are in the same plane. When the orbits are inclined with respect to each other, the times can get pretty small. For orbits that are 180 degrees from each other (going in opposite directions), after 20 minutes the shuttle would be thousands of miles away.
Zoey saw Atlantis moving at a speed relative to the ISS that was slow enough that she expected it to still be clearly visible after twenty minutes had passed.
Well Zoey is about to be grounded for having hallucinations.
It seems Rouyaa also creates unintended chaos like Jeanie.
That Genies would create unintended chaos is the underlying theme of the whole genre.
Unlikely. It seems that Atlantis’s disappearance would be recorded, there is chance Atlantis was recorded as being there and it’s not like this would be FIRST weird incident in world full of genies.

There are Russians on the ISS with Americans. Not everything has to be a political statement.

Being Russian doesn’t automatically make somebody evil. Plenty of them are very likely normal citizens stuck with an arrogant dictator for a leader and worried that if they protested he’d have them all locked up. Not to mention that all their information about the war is heavily controlled by the government to paint them as the good guys and make sure they don’t learn otherwise.
And what exactly did they do to save themselves from that dictator, remind me please? Are they trying to stop him maybe? And whise fault is that they let dictator to be in charge, hmm?

I always figured the “poof” was air imploding into the volume where something vanished or air being displaced by something materializing.
So the disappearance in panel 3 ought to have been silent.
On the other hand, given the size of a shuttle, panel 4 should have shattered eardrums.
A good representation of the shuttle vanishing from the museum would have been Galactica jumping out of New Caprica’s atmosphere.

Sergeant Schultz is immortal, even timeless. But Hogan’s Schultz was amazingly decent, and must not be forgotten for what he refused to do by playing stupid.
For the alternative, see Christopher Browning’s depiction of Police Battalion 101, Ordinary Men. And ask yourself: in these circumstances, would I dare, would I have the courage, to be a Schulz?
I really like this comic. When Zoey gets back to Earth poor Neal is going to have a lot of questions to answer for. And what was Zoey watching those two do through the windshield for twenty minutes. Twenty minutes??? Wow.
Twenty minutes would be pretty impressive stamina for most guys I know.
Well, we know Neil is pretty good at lovemaking.
Maybe Andy tapped into his stamina to Rouyaa’s delight.
Now, how are Jeanie and Neil going to react to the memories of having had sex with one another?
Jeanie will simply say it weren’t them, but Rouyaa and Andy using their bodies (and thus remain in deep denial).
