Jean AKA Jeannie AKA Jeanie is a film, book, and magazine reviewer for a national magazine. Most of Jean’s work is done through email, which means he doesn't have to go into the office.
On a trip to find a gift for his girlfriend, Jean found an empty Genie Bottle. Upon picking up this bottle, Jean became the bottle’s new genie-powered occupant. Not only was Jean turned into a genie, but the bottle turned him into what he believed a genie of the bottle should look like. Which, due to his fascination with a classic 60s TV show, turned him into a busty blonde woman.

Neil is Jean’s best friend. When Jean was turned into a genie, Neil became Jeanie’s master.
Well, that seems a bit of a stretch, not because of the witches part but because Jean became Jeanie because he was thinking of Barbara Eden when he first picked up the bottle, and thanks to Story 9, the one just before this one, we know that Jean’s neighbor, old Ms. Eden, is the previous resident of that bottle. It was stolen from her apartment (next to Jean’s) the day Jean moved in.
However, let’s say they put a hex on Jean, something less specific like “Make him suffer as he has made us suffer.” So the burgler taking the opportunity to loot Apartment 310 notices the bottle, gets a “why not?” impulse, and stuffs it into his pack. He fences it for a little money, and the bottle winds up in one of those funky second hand shops you might anything in (I got a Soviet Army hat from one a few years ago) and Jean, looking for an affordable gift for Belle, buys it.
What Tom is saying is, that these girls could be either directly or indirectly responsible for the Man Jean being becoming the Female Jeanie. They could either be the witches that cast the spell on Jean or they could be the ones that took up a collection of money to pay some witch to cast that spell on Jean.
If CD RUDD chooses to go in this direction, it would give us more information into why Jean became Jeanie a female Genie. It stop being Jean in the wrong place at the right time and become the cosmic forces moving on Jean to transform him into a her. If Jeanie fines out they cursed him and that what started the change reaction that turned Jean into Jeanie, Jeanie might get mad about it and make a counter strike on these girls. That might be interesting too.
Not really Kattgirl, all that needs to happen now that Natalie is heer and/or Belle show up too, is for one of those girl to heve loose lips about the cursed they laid on Jean to become a girl or to know what we girls feel like when he pulls that kind of crap on us in front of Jeanie. One of the other ones chimes in, Yes, it was a witches curse too, that either one orf them did him or went to a master witch to lay this curse on Jean. Then some one else chime in, Yes and it doesn’t appeared to have work either, what a bummer too.

Most probably a trope from I Dream of Jeannie. In the wedding show, Jeannie makes a duplicate of herself because what’s a wedding even in 1969 without cameras? But genies don’t show up on cameras in the old show. However, if Jean didn’t show up on camera but Rodge did, the ex-lover wouldn’t have just said, “Finally! The cameras is working!” for this reason: If the camera was working before but Jean wasn’t showing up in the picture, she and the other ex-lover with her would have seriously freaked out. But it wasn’t working before at all. And the shot they’re looking at here was taken just before Jean poofed into the room.

Just a good friend Jean… he turns Neil into a woman every time he feels bad… one would think he would have done well to exchange him for Araceli.
