Lying to someone is not tampering. Changing or forcing how they would feel or react is tampering.
… and the security cameras don’t show them entering or leaving the building.
If Jean has any sense at all she will make those cameras either go out or show something misleading like Osama Bin Laden and Saddam Hussein kidnapping Natalie.

Of course, getting out of the facility is only half the problem. The real sticky part is making sure that they don’t come poking around Neil’s home or workplace.
Looking for a nonexistent woman, that is an undercover agent for a nonexistent Air Force Officer, that looks amazing like an actor? Yeah, that will get them the good assignments, like looking for spies in rural Nome, Alaska in January.
Actually, there are a lot of spies in Alaska – if you believe the conspiracy theorists who are harping about the HAARP array.
and if tv has taught us anything only bad people spend the shattered remnants of their career in those places everyone else uncovers the secret conspiracy, saves the president and becomes a national hero.
Of course, “Natelie” being untraceable assumes two things: First that she didn’t give her real address, etc. on the documents that the DHS had, and second, that Neil doesn’t use the name “Natelie” much in the future.
They still have the phone records.

Jean has no regard or concern for what effect the things she does has on others, so if the HLS guys get in trouble and are shipped off to the Aleutians, she won’t care or even think about it.

My father was assigned to Schemya Air Base in the Aleutians in the 1970s. That’s literally as remote as you can get while still being on United States soil–it’s 800 miles from Anchorage and 800 miles from Japan, and the nearest city with a five-figure population belongs to the Russians.
So was it as bad as they say?
Post-Cold-War it’s probably slightly better than Antarctica–at least in the summer there’s a bit of nature to go out and see. During the Cold War there was all of the stuff about it being an advance refueling and radar station in case the Soviet Union ever attacked. The main sucky thing is the remoteness–there is literally nothing of interest besides the base facilities themselves, and unless you get to ride an airplane to take some leave time on the mainland, you are stuck there and see nobody but the other people assigned to the base until your tour is over. Basically, imagine if your office building put in sleeping quarters and you weren’t allowed to leave the building for a year. Oh, and this was in the days before public internet and satellite TV, so you were stuck with whatever 16/35 mm film reels and 33/45 RPM records the Army sent you as entertainment. Hope you like reading, or woodcarving, or knitting, or some other indoor hobby.
Linking chainmail is a fine hobby for indoor stuff in Alaska. It’s almost like knitting, only using pliers.

The sad thing is, that we won’t be seeing Natalie much in the future. After this escapade I think Neil will be too terrified to leave the house as Natalie again.
Natalie was home-schooled, she was orphaned at the age of 18. Jeanie, can find someone able to give Natalie a past and paper trail.
And she works as a private librarian for a recluse taking care of his book collection, which happens to include a large collection of engineering texts, that she reads in her spare time…
I didn’t say it is easy, but it does happen in real life.
No one on the base is going to figure out what going on until the paper work goes through.
