Neil is Jean’s best friend. When Jean was turned into a genie, Neil became Jeanie’s master.
My bet is that “Neil” is a creation of Araceli’s subconscious. He is clearly acting like how she wants him to be, rather than how Neil would act on his own.

Considering the timing, it’s more likely he was conjured by Caley subconsciously tapping into the the genie magic drained by the artifact they’re parked on after seeing Araceli collapsed, especially considering how we recently had a scene talking about the perils of a human wielding genie magic.
Chances are, right now any desire, conscious or subconscious, is on a hair-trigger from becoming reality.
Just a guess here, but “Neil” is probably a manifestation of whatever absorbed her power down there in the treasure chest. It’s her power come to rescue her, her fantasy knight in shining armor, so to speak, but it is NOT Neil and probably has its own agenda.
That might be difficult. No one saw Araceli collapse, no one saw her magic draining away (assuming that was even visible in the first place), and no one knows about the treasure chest. Those are a lot of missing dots to connect.
Now, there’s a possibility that this location was chosen by Liam because he has been here before, possibly because he has a treasure map that he was holding as a surprise for the others. (Hey guys, now that we’re here how about we go diving for sunken treasure?) Natalie might connect those dots.
They are magical beings that seem to mostly assume the form of humans, so I would guess that they have a pulse. It would be interesing to find out, though.
Considering they are magical being capable of surviving in lava, I’m sure the answer is a solid “maybe”. You definitely can’t base any conclusion on her not having one: while human without pulse is almost certainly dead, with genie, it may be normal, suspicious but not dangerous or sign of danger.
Seems that some genies, but not all seem to be based on a humanoid, some more so than others. I could see some genies having a pulse, and others not. Example: Lahab, who is really an elemental genie.

That seems plausible. I can’t picture Neil making a speech like that on his own.
And given that Araceli has the hots for Neil, it makes sense that she might be dreaming about him. And evidently sleep-poofing up a copy of him.
Yes, Neil would definitely not be addressing anyone as “mere mortals” unless he were deliberately insulting their intelligence for some reason.
Neil wouldn’t address anyone as “mere mortals” under any circumstances, it’s just not his style.
Maybe I’m paranoid, but I don’t trust anyone who opens with a line like “Stand back, mere mortals!”.
