I would have to say that there have to be government wizards that Agent Anderson could go to, but it have already been established that one magic user cannot cancel another magic users spell

Well, I think it’s been stated that one GENIE cannot cancel another genie’s magic… but that leaves open the question of what witches can or cannot do.
