The “Homeland Security” is just Anderson telling the cop why she has to report to her boss first
You saw how friendly the police officer got when he found out that she was from Home Land Security. Yes, Mame, have a nice day.

Well, after hearing that you’ve been burglarized, hearing that the thieves have already been captured is good news.

Not a common mistake, but an understandable one, it took me learning another language to recognize how to use “too” correctly, all of the time. Generally it translates to “also” or an overage of something.

There is a high probability that you are correct. But there is (or was when I was growing up) a crude colloquialism here about “Getting Off” which if used here then “too” could be valid. 🙂
I wonder if the cop is actually part of the gang, providing a diversion while they all escape 🙂
