Jean AKA Jeannie AKA Jeanie is a film, book, and magazine reviewer for a national magazine. Most of Jean’s work is done through email, which means he doesn't have to go into the office.
On a trip to find a gift for his girlfriend, Jean found an empty Genie Bottle. Upon picking up this bottle, Jean became the bottle’s new genie-powered occupant. Not only was Jean turned into a genie, but the bottle turned him into what he believed a genie of the bottle should look like. Which, due to his fascination with a classic 60s TV show, turned him into a busty blonde woman.
Assuming that Belle doesn’t know what going on, she could have said that innocently as one girl talks to another girl. Girl have a tendency to share the sexual fantasy and regrets with other girls who there friendly with. Especially if she doesn’t know that Neil is actually Jean. She could still be thinking that Neil is the guy that he has always been and was actually thinking that she was helping Jeanie out.
Belle seam too serious to be pulling Jeanie leg. Especially in panel two, it almost like she is reliving the experience of her sexual activities with Jean/Neil night out. What we already know about Neil is that he isn’t that kind of guy, so Belle had to take it to him instead of Neil taking to Belle. But, once the activities started, the heat of passion took over, it will consume both partners. In panel four, she dreading losing her Jean, because she thinks he only here temporarily. Also, there no indication that Belle anything than what she appears to be also.
Robert has been pretty consistent with paralleling the original show.
Jean = Jeannie
Niel = Anthony Nelson
Rodge = Roger Healy
Belle (Lows) = Dr. Bellows
Following that parallel, Belle is fated to never learn about Jean(nie)’s magical powers. That was a running gag in the show – crazy stuff happened and Dr. Bellows was never in on how or why (at least not until the series ended).
I’m wondering if part of it is that Neil, having been Natalie, knew more about the female response than she’s let on. “Oooh, this felt good when I tried it in the shower–let’s see how Belle likes it!”
Hmmm, that’s actually an interesting idea. Neil did spent several full days as Natalie during the Vegas arc. I wouldn’t be surprised if he did *something* naughty during that time.
Maybe Neil’s success has more to do with being more of an adult and more considerate of others than Jean. Or, to put it another way, less of an a__hole.
Being turned into a woman so often could have some bearing, also, whether or not “Natalie” played with her new toys…
Yeah, I suspect ol’ Neil had quite a lot of pent up lust to discharge.

I would be surprised if he didn’t. But women are very different, I think it has more to do with being more considerate and less cocksure.

One thing about Belle’s comment in the last frame: I’m pretty sure she’s assuming Jeanie and Neil are lovers, and that Jeanie’s jealous.
I wonder how Belle will feel when she discovers she was enjoying Neil’s technique, however acquired.
That was my interpretation as well. There’s a previous comic somewhere, which makes it clear that Belle assumes Jeanie and Neil are a couple.
